Perhaps she may have softened his evil heart, or perhaps he would have corrupted her the old fashioned way, maybe by using their common hatred of the Empire. Regardless, using magic mind control to make Fay evil was an unsatisfying turn in the most interesting character in the entire game.

That being said, I would suggest that she's the least evil, and it's this precise quality that makes her a good mistress for the Overlord, because it was her kindness towards him at a young age that made him fond of her and the fact that she liked seeing his bullies get their comeuppance.

If it wasn't for the lack of character development, in many ways, she would be what you say Queen Fay would be - a perfect complement to the Overlord. Juno is evil because she's self-centered - it's all about her.

To be fair, your question immediately gets to the heart of one of the problems that Overlord has.

That is, the choice of which "mistress" you take has little or no significance to how the game pans out. Overlord plays very much like Dark Messiah of Might and Magic in this regard where you also have to decide which mistress to favour as the game ends.

Interestingly, both games make otherwise decent stabs at spicing up somewhat tired gameplay mechanics, but end up missing the mark as badly as if they never tried to hit it in the first place.
