Talk to Carlson and he'll let you enter The Well. In The Well, talk to the wounded guards at the entrance to get the Electro Bolts. Try it out on the first group below you -- crouch and approach the edge so they don't hear you coming. A ladder down the way leads to another high area above some enemies in water. You know what to do. Just make sure you crouch as you approach them. A Grindable Lock is nearby with an unremarkable ammo supply behind it.

The room with the giant turbine is filled with enemies. You should be able to cruise through the hallway with your shotgun. In the next room, a large pile of bodies signals a trap -- the gate closes and multiple Ghosts filter in. Again, the Combat Shotgun is the way to go here. The final Ghost opens the gate allowing you to continue into the sewers. A few more catwalks lead to a staircase. Crouch and you can sneak up on a long hallway filled with Ghosts.

Surprise them with a few silent Electro Bolts and then use the Sniper Rifle to hit the distant enemies. In the long hallway which is filled with Ghosts, if you turn left after the third pillar you will see a ladder, climb it up to see the card, which is on the shelving unit to the right, and a few more things like the wingsticks.

Go down the stairs in the far side and, once again, you'll have distance and height to your advantage. Snipe the Ghosts below before heading down.

You'll soon come to a room with a door and a switch. Each time you hit the switch, Ghosts will show up to close the door right as it's about to open. This means you have to keep hitting the button and destroying waves of Ghosts. After three waves, hit the button and run through the door.

Up the stairs is a cave with Feltrite crystals just growing in the corner! Head into the next room and you can surprise another Mutant. Below him is a friendly member of the Wellspring community who has brought some people down to fight off the Ghosts. Nicholas is tasked with clearing out the tunnels of bandits and securing the main well.

Upon returning to Carlson with the toxin that was to be used to poison the water supply, Raine is next tasked with delivering the toxin to Doctor Anton Kvasir for him to study, beginning the "Deadly Delivery" quest.
